...they are.
I'm wondering about wrestlers people won't hire, not because they suck, but because of some other issue.
Maybe it's because they are on bad terms with someone on the roster? I remember in Jed's diary that, with WWE's stock falling, Tommy Dreamer was up for grabs but he has dislike/hate relationship with Steve Corino...and Corino was too valuable to piss off.
Perhaps it's because of their attitude and/or behavior? New Jack and Teddy Hart are just two examples, although there are many such workers in the game.

People who dont fit in with the overall ROH aura in my eyes. Like, I signed Edge, but after using him for a few months and putting a few of my guys over, I dumped him cause he didnt fit in.
I LOVE Randy Orton. He's one of my favorite people in wrestling atm. His contract is coming up in my game, but theres no way Im signing him, simply because in my head, he doesnt fit.
Christian has worked in ROH before, so that went a long way in me being able to see him there on a regular basis.
And people like Teddy Hart would be almost impossible to sign, simply because SO MANY PEOPLE would get pissed off at his signing.
But theres not really anyone that jumps to mind that super talented, that I just refuse to sign out of personal reasons.

I generally never sign Benoit. It just feels odd. not really just the killing, I've never gotten irrationally angry and felt like "betrayed" or whatever by that. It's also that I normally do scenarios and he is young and un-over, so the rewarding push feels odd. does that make sense?

Aside from someone who has a deep hatred for someone already on my roster (Homicide/Maff, Dreamer/Corino, Teddy Hart/the industry at large) ...
I won't hire Rocky Romero. I think he's absolutely horrible as a wrestler, no matter what the stats say.
Not too big on garbage wrestlers like Necro, Mad Man Pondo, Nick Gage, Nate Hatred, etc (yes, I know I have Justice Pain and The Messiah ... picked them up based solely on stats and they fit the mold of my concept of MDK).
Beyond that, if I can find a sound, legit use for them, and they can produce a decent match or pop a good segment rating, I'll consider most anybody.
Jed Shaffer ~That last paragraph will help explain someone I have coming into my ROH diary in the coming months.

Can't really think of any at the moment. mostly because I like to keep a good balance between those styles on my roster.

In my WWF 2001 diary. I won't sign Vampiro, or lets just say I can't sign him. He's disliked by too many people on my roster and with his stats not being anything special. It doesn't seem worth it.

Can't really think of anyone, honestly. If I think that they fit the story that I'm trying to tell, I'll hire them. Does that make me an EWR whore?

Jimmy Rave
When I used to sign him and push him, I could never get him over. Now, I just refuse to sign him and go through the hassle
